I thought you meant the ie6 setting lock taskbar.

The policy your talking about was meant for ie4, it's not really designed well for win2k or xp, although i think it might work but i doubt it. If you use roaming profiles i think that would lock down everything, you can make the roaming profile not save on exit, i think what you do is make ntuser.man and the settings wont change, look into that.
