First, has this ever worked, never worked?
Second, let's think about this:
If it's freezing at the logo, it's probably a 3rd party driver. If it hangs in safe mode, what 3rd party drivers do we load? Well anything in this folder gets loaded in safe mode and regular mode:
c:\windows\system32\drivers
Why does windows load 3rd party drivers in safe mode? I have no clue. However the point, is that your problem is in that folder.
What loads them? Well in that folder you have drivers for hardware and 3rd party software like antivirus or cd burning software. This key lists all the drivers:
HKLM > system > current control set > services >
Everything here is loaded. Now if you cant get to the welcome screen, you can use lastknowngood, since it's just a backup of the current control set. However it's probably too late.
So how do we fix this? Easy - repair the registry. You don't need to do all 5 registry hives, since this is the current control set, which is in the system registry hive.
So boot into recovery console, and on the c drive type this:
rename c:\windows\system32\config system sysold
copy c:\windows\repair\system c:\windows\system32\config\system
Type exit to restart, now you should be able to get into windows. Now use sigverify to find out what driver screwed you:

You haven't touched the hardware or software in months, and yet you think a bad driver is causing this? What kind of crap is that! Drivers do not go bad randomly, you did something to cause this or you have hardware issues.
You're one of these people that call themselves "power users" but what they really are are people that know less than they think and get into trouble, then come running to sites like this crying for help.
I don't like people talking down to me, if you know so much why don't you fix your easy issue yourself. I certainly won't be helping you anymore.
