If youve updated ie just try the ie repair tool, 70% of the time it fixes this. Start > control panel > add/remove programs > double click microsoft internet explorer..., and chose option #2 - repair.

Note: .tif needs a different registry key, all other image formats should be fine.

Also since this is a registry key, you can restore the registry. For windows 98, restart, press f8, choose 'command prompt only'. at the dos prompt type 'scanreg /restore' and choose a date that this was working. If this is winme use system restore.
