what meany means is that if you have a lot of stuff in the startup group itll reduce system resources. In general you should be around 85% free system resources. To find out free system resources look at msinfo32 from a run box.

Try safe mode by restarting, pressing f5. Does the problem happen here in safe mode?

If not use msconfig, click diagnostic startup, and free up resources.

Like meany said, winnt does not have this problem. System resources was a limitation in windows 3.1, and left in win95/98/me for backward compatiblity. Winnt4/2000/XP does not use system resources for 32bit programs, however 16bit programs do have some system resource limitations.
