First thought - did this start after downloading/installing something from the internet?
Second thought - have you installed the latest version of Flash player?

Back to my first question - when did this start - i.e. after installing a new piece of software or downloading something from the internet?
Next thought would be spyware/malware. Download one (or more) of the free spyware checkers to check for any little nasties.

Several suggestions:
1. Ditch pest patrol. I've seen this screw up more machines.
2. Ditch Norton 06. It's laden with problems (along with being a resource pig). Take a look at Avast (free) antivirus.
3. Go easy on the number of utilities that you have running in the background. Utilities that automatically load at startup will consume RAM and slow a system down.
