Well, the three choices I see in the Internet Options/Connections Control Panel are:

Never Dial A Connection.
Dial whenever a network connection is not present.
Always dial my default connection.

Of course, none of those fit :)

I had this same problem when I was beta testing Windows 2000.

You might have to set EACH application that dials out individually to ask about the connection. I'm pretty sure that most email programs will do this.

I know this isn't much help, but at least it indicates what probably WON'T work :)
