Thats easy, it just sounds like a missing runtime. Some program that starts with windows is missing a runtime, and its just telling you this. To confirm it, you can to go to start > run > msconfig, choose selective startup, uncheck all the boxes, and restart. If you get no error, than its something loading with windows. Then you just narrow it down to which item. I would first try start > run > sfc, choose scan for altered changes, then click start. If it finds any missing files, try to extract them.

Also, go to start > settings > control panel, add/remove programs. Look for anything like gator, new.net, morpheous, savenow. If there there, tell me and ill say how to fix it.
