You are right in win98 this was a hk_local_machine setting, however in winxp this is a hk_current_user setting, so no. For more information http://support.microsoft.com/support/kb/articles/Q281/5/65.ASP

A possible work around would be to copy the reg key and copy it to your current user registry, but i dont think this would override the default. maybe search the news groups for a workaround

I did some research for you guys.

It was decided long ago that this wouldn't be changed for windows xp. You have to understand windows xp is based on windows 2000, NOT windows 98!! In win2k it has the same behavior. It would have taken lots of code changing to change this in winxp, so it was not changed, although im sure it will be changed in the future with so many people complaining. You have to understand that winxp was rushed, and there was not enough time to fix everything. I mean if you had a choice between fixing this, or fixing a major problem, which would you chose? Sorry guys, there's no work around.
