Start -> Control Panel -> Administrative Tools -> Local Security Policy -> Local Policies -> User Rights Assignment -> Deny log on locally -> Add Users to the list. If the server is a domain controller, you will need to open Group Policy and change the Defualt Domain Controller Policy in the same way but add the group Domain Users instead.
